On April 16th, TRT held Customs and Logistics workshop at Taicang Enterprises Service Center.
The topic of this workshop primarily centered on the Customs Tariff Law, The country's first Customs Tariff Law, which comes into force in 2024, replacing the original Import and Export Tariff Regulations. This marks a new stage in the rule of law for the collection and management of customs duties. The new law makes systematic provisions on tariff rates, duty-paid price, rules of origin, etc., and accompanies the introduction of customs valuation, declaration and supervision rules, which will have a far-reaching impact on the import and export costs, compliance management and trade strategies of enterprises.
 We invited Ms. Zhu He, Partner of Beijing DHH (Suzhou) Law Firm, to share with us the analysis of the supporting documents of the Customs Tariff Law and the impact on enterprise practice. Ms. Zhu explained the core changes of the revised law and the far-reaching impact on corporate compliance management.
First of all, Ms. Zhu systematically sorted out the legislative background and supporting documents of the Tariff Law. Ms. Zhu pointed out that the new law has made significant adjustments in the rules of tax rate application, tax priority, and anti-avoidance measures, such as abolishing the “pre-taxation” procedure, explicitly delinking the application of exchange rate from the declaration, and detailing the provisions of force majeure re-shipment and exemption, etc. These changes have significantly enhanced the flexibility and certainty of enterprise tax management.
Then, Zhu He analyzed the key points of tax treatment under the scenarios of leased goods, no-cost credit, temporary inbound and outbound goods, etc., and reminded the enterprises to pay attention to the recognition of tax amount and the reduction and exemption of late payment fee, etc.,
